This thesis marks the end of Van der Lee’s in Complex Systems Engineering and Management at Delft University of Technology. While cars are deeply ingrained in society, their usage imposes costs on cities and residents. Many cities aim to reduce car use to improve livability, addressing issues like climate change, air quality, and public health. This thesis explores the challenges cities face in implementing car-reducing policies, which require transformational adaptation and system-wide change. Policymakers struggle to destabilize existing systems, but addressing governance questions around context, power, and resources can aid the transition. The thesis proposes a framework to guide policymakers through these challenges and support sustainable mobility efforts.
